Sean: thanks, I found the list at lexicon.ff.cuni.cz/about/aa_character_encoding.html; however, the eth and thorn images seem to be missing. If you could mail me the updated list, I can use it to make sure my python code which translates to LaTeX really does replace corrupt entities by the correct one.
For the rest, I'd better wait until you've decided on a policy.
